Attempting to login using an email address instead of a username should not cause the SQL 1364 error. If it does, it would mean that Joomla CMS core is broken. I cannot reproduce this SQL error on a J 5.1.2 website.
If I try to login to my J 5.1.2 website using an email address instead of a username, I get "Username and password do not match or you do not have an account yet."
Have you looked at System --> Maintenance --> Database? Do you see any database problems there?
